Pakistan has taken a major step in combating sexual violence as Pakistan Introduces First National Sex Offenders Register. The Ministry of Law and Justice, in collaboration with NADRA and the National Police Bureau, introduced this groundbreaking initiative during an official ceremony. The goal is to prevent sexual violence and abuse by maintaining a comprehensive database of offenders.

Key Initiative Under the Anti-Rape Act 2021

This initiative is part of the Anti-Rape (Investigation and Trial) Act, 2021. Section 24 of the Act gave NADRA the responsibility to create this register. The register will help law enforcement agencies track offenders and assist institutions and the public in identifying potential risks. It also ensures a proactive approach to curbing sexual crimes.

Development and Implementation of the Register

The Ministry of Law and Justice worked closely with a Special Committee, formed under the Act, to finalize the rules for this register. These rules were announced in September 2023. NADRA developed and tested the system, which is now managed by the National Police Bureau. Provincial law enforcement agencies will collaborate with the bureau to ensure smooth operation and enforcement.

Tracking Offenders Post-Release

Ayesha Raza Farooq, as Chairperson of the Anti-Rape Special Committee, highlighted the importance of this register. She also emphasized that it would track convicted offenders even after their release from prison. In addition, this tracking will provide an additional layer of security for society and discourage repeat offenses.
