PTA Opens Doors For New Players With MVNO Framework

Pakistan Telecommunication Authority (PTA) is shaking up the telecom industry by finalizing the Mobile Virtual Network Operators MVNO framework Pakistan. Simply put, MVNOs are companies that do not own their own mobile network infrastructure but lease it from major mobile network operators (MNOs) to offer services under their own brand.

Why does it matter? This opens up the market for smaller players to offer customized services to customers, making it easier for niche operators to cater to specific needs, potentially lowering prices and improving services. PTA has dramatically lowered the cost of entry into this market to encourage competition and innovation. The MVNO license fee has been reduced from $5 million to $140,000. This means small businesses can now enter the telecom sector without breaking the bank.

Additionally, the license comes with a 15-year term, offering stability and long-term opportunities for investors and service providers. MVNOs will not need to set up expensive physical infrastructure. Instead, they will operate by leasing network capacity from existing mobile network operators. This leasing arrangement allows MVNOs to focus on marketing and offering specialized services to their customers.

Revenue sharing agreements will be at the heart of these relationships, allowing MVNOs to pay MNOs a portion of their earnings. Importantly, MVNOs will handle the customer-facing aspect, offering innovative plans, while larger MNOs handle the back-end technical aspects. While MVNOs will rely on existing networks, they must ensure high-quality services to retain customers. The PTA stresses that MVNOs must maintain high service quality and uninterrupted connectivity, even while using network space from major providers.

In terms of financial obligations, the parent MNOs will be liable for regulatory fees and contributions. However, MVNOs must still pay annual numbering charges, ensuring they are accountable and operate sustainably. So, what does this mean for you? More competition usually results in lower prices, more options and better service. As new MVNOs enter the market, expect to see service plans tailored to niche groups, such as students, olders, or specific business sectors. For many, this can mean more choice without having to deal directly with the dominant telecom companies. The framework is currently with the federal government for final approval.
